The oration has been proposed by the Indian Psychiatric Society-Assam State Branch, to be instituted by the East Zone IPS, in memory of late Dr. Deepali Dutta, former Professor of Psychiatry, past President of IPS, and founder General Secretary of IPS-Assam State Branch (erstwhile Assam Psychiatric Society), to honour her life and pioneering works across the Northeast and at the national level, in the field of Psychiatry.
Rules
1. The oration shall be held at every Mid-Year Conference of EZIPS.
2. Any Life Fellow of the Indian Psychiatric Society who is above 55 years of age on 30th June of the year, in which his name is to be nominated, can be nominated as orator.
3. The Oration to be delivered at the subsequent Mid-Year Conference will be declared in advance at every Annual Conference of EZ IPS.
4. The nomination, along with four copies of bio-data of the nominated orator, including proof of age, is to be submitted to the Chairperson of the Award Committee, within a date determined by the Executive Council of the EZ IPS. The nomination is to be accompanied by written consent of the nominee.
Eligibility criteria for nomination:
(a) Contribution to the Indian Psychiatric Society, East Zone Indian Psychiatric Society and State Branch (30 points)
(b) Social and community work done in the field of Psychiatry (20 points)
(c) Contribution to the service and development of the fraternity (15 points)
(d) Contribution to research, training and teaching in Psychiatry (15 points)
(e) Recognition and standing amongst fellow psychiatrists in East Zone (10 points)
(f) Any other activities, apart from academic activities, for the progress of mental health (10 points)
5. A panel of three judges shall rate the nominations. The nominee securing the highest total points (out of 100 points) shall be eligible as orator, subject to ratification by the Awards Committee and the Executive Council of the East Zone IPS.
6. The topic of the oration shall be chosen by the orator, and intimated to the Chairperson of the Awards Committee at least two months prior to the corresponding Conference.
7. The oration paper will become the property of the East Zone Indian Psychiatric Society and shall be published in the Eastern Journal of Psychiatry of Indian Psychiatric Society with editorial corrections, if required.
8. No person shall be selected as orator more than once.
9. The travel, accommodation and related expenses of the orator, for delivering the oration, shall be arranged and borne by the EZIPS.
10.The orator shall be honoured with a citation by the EZIPS.
11. The IPS-ASB and the family members of late Dr. Deepali Dutta shall deposit a total one-time amount of Rs. 3,00,000.00 (Rupees Three Lakhs only), as corpus towards the arrangements of the oration.
