The award has been instituted in the name of Dr. Gopal Chandra Kar; a senior life fellow of the society who was also the past President of Indian Psychiatric Society by his family members.
The award seeks to perverse the ideals, works and legacy of Dr G C Kar who pioneered the cause of Psychiatry in Odisha and entire Eastern India.
The award will be presented during the Annual Conference of Eastern Zone of I.P.S (CEZIPS).
Rules
1. The winner of the award will be declared one year in advance during the conference of Eastern Zone of I.P.S.
2. Age of the nominee should be more than 65 years. (Age proof should be enclosed)
3. Name of any member of the society who has been Fellow of the society for more than 20 years and has done exemplary work in the field of organizational activities, social and Professional relationship, academics, research, social service to the cause of promotion of mental health should be considered.

4. The name can be proposed by any other Fellow member of the society. The proposal must be submitted to the Chairperson, Awards Committee by a date determined by the Executive Council of Eastern Zone Indian Psychiatric Society . The proposal must be accompanied by a written consent of the nominee.
5. A panel of 3 (THREE) judges shall rate the nominations. The nomination securing the highest total marks (out of 100) shall win the award, subject to ratification by the awards Committee and the Executive council of the society. In case of a tie, the concerned nominations shall be re-assessed by another panel of judges. To win an award not less Than 50% of the full marks must be obtained by a nominee.
6. The winner/awardees will be entitled to free travel and accommodation for the award ceremony. He /she will be provided a certificate/citation by the society.
7. The winner of the award shall be informed in advance and invited also.
